Why are we readvertising?
As per the July OCM (24 July 2025) the Shire has resolved to re-advertise changes to the map and R-Codes, this has been supported by the WAPC from community consultation. Resolution July OCM

A summary of the changes are:

  • The removal of the R35 coded grouped housing sites. This is to align with departmental policy that supports flexibility in subdivision design. The R35 has been reduced to R30 but now includes former R20 area. This change still allows the Shire to produce 500m2 lots without the possibility of further re-subdivision.
  • A change to the proposed R20 area, as per above, will support 500m2 lots without further re-subdivision.
  • A new R12.5 code has been introduced to the east of the site as requested by submitters. The Shire will be able to produce 900-1000m2 lots without the risk of re-subdivision. July OCM minutes

While these changes are deemed to be minor, readvertising will demonstrate a transparency of documents and processes with this project. Your comments are requested.

TIMELINE

27 March 2025  The proposal was presented to Council at the March Ordinary Council Meeting (27 March OCM)seeking permission to advertise the Rezoning. March OCM Minutes item 9.1.1
3 April 2025 The Shire advertised the amendment 1 on the website.
8 April 2025 Notification letters were sent via email and post to neighbouring landowners.
29 April 2025 An in-person briefing was held with the River Hills Estate residents on Tuesday the 29th April 2025.
16 May 2025 The community consultation period was originally scheduled to close, but was extended to the 26th May 2025.
26 May 2025 The extension of the consultation period ended which gave residents additional time to comment - the total number of advertising days was 49.
2 July 2025 A report was presented to the July OCM (24 July 2025) to amend and request changes to the Maps and Report resulting from consultation. These proposed changes were to address community concerns. July OCM minutes Attachments 1-4 from July OCM 
25 September 2025 A report was taken to the September OCM (25 September 2025) item no. 10.1.1 To consider requesting the Western Australian Planning Commission (WAPC) extend the approval period for the Foggarthorpe Structure Plan so that it remains in operation for another three years. 10 October 2025 Structure plan extension approved to 19/10/2028
30 October 2025 Readvertisement commences for 42 days
