Council Members Attendance

For the purposes of section 5.53(2)(g) and (i) of the Local Government Act 1995 the number of Council and committee meetings
attended by each Council member during the financial year must be provided as prescribed information to be published within the Shire's Annual Report.  This information is also published separately at the link below.

Council Members Fees and Allowances

s 5.96A of the Local Government Act 1995 requires that an up‑to‑date list of fees and charges imposed under section 6.16 publish the following information on the local government’s official website

r 29C(f) of the Local Government (Administration) Regulations 1996 requires that the type, and the amount or value, of any fees, expenses or allowances paid to each council member during a financial year be published on the official website.

Council Members Mandatory Training Register

s.5.126 of the Local Government Act 1995 requires that each council member must complete training in accordance with regulations

r.35 of the Local Government (Administration) Regulations 1996 states that the course of training is the course titled Council Member Essentials that consists of the following modules —

  •  Understanding Local Government;
  •  Serving on Council;
  •  Meeting Procedures;
  •  Conflicts of Interest;
  •  Understanding Financial Reports and Budgets

r.29C(2)(d) of the Local Government (Administration) Regulations 1996 requires the name of each council member who lodged a primary return or annual return for a financial year be published on the official website

Cultural and Linguistic diversity

For the purposes of section 5.53(2)(g) and (i) of the Local Government Act 1995, the age, gender, linguistic background and country of birth of Council members including whether any Council members identify as Aboriginal or Torres Strait Islander is to be published as part of the Shire's Annual Report.

Breach Complaints Register

As of 1 January 2026 Complaints about behavioural breaches or conduct breaches by council members are managed under the Local Government Act 1995 (Part 8A) and associated regulations.

How complaints are handled

Behavioural breaches under the Local Government (Model Code of Conduct) Regulations 2021 must be lodged with the Chief Executive Officer, who has been appointed by Council (Resolution No. OCM036/02/25) as the Shire’s authorised complaints officer.

If a council member has been found to have committed two or more behavioural breaches since 1 January 2026, the complaint must be referred to the Local Government Inspector, who may escalate the matter for formal adjudication.

Making a Complaint

To make a complaint:

  1. Complete the Complaint of Breach Form contained in the Council Policy here.
  2. Submit the form to the authorised complaints officer within one month of the alleged breach.

Conduct breaches (rules of conduct) are dealt with under Part 8A Division 5 of the Act by the Inspector and the Principal Adjudicator. 

    Conduct breaches occur when a council member contravenes a rule of conduct under the Act. These are more serious and may result in formal adjudication.

    Making a Complaint
