The Shire welcomes your feedback on the following draft Local Planning Policies and draft Dogs Policy, all out for community consultation until 29 July 2022. Dams
We recognise that dams are an important part of rural life, for stock management and other agricultural purposes. However, anything going across a waterway – and even dams that don’t cross waterways – can potentially affect the environment, including water flow and with it the enjoyment of water resources downstream. One of the key inclusions of this policy is a tiered assessment process where each dam is assessed as either low, moderate or high impact.

Ancillary Dwellings
As the community changes from an economic and social perspective, so too do the housing requirements and needs of the population. The Shire has recognised this and has worked on the Local Planning Policy for Ancillary Dwellings to provide a more flexible approach when it comes to this type of development. Key changes being proposed include increased floor level to 100m² in applicable zones not the subject of the Residential Design Codes, on lots greater than 4000m²; no requirement to be within 20 metres of a main dwelling; and no stringent requirement to have an ancillary structure be of a similar style and construction to an existing dwelling.

Use of Shipping Containers and Similar Storage Structures
In a world where sustainable development is key, shipping containers represent an affordable storage alternative. The Shire is making the use of shipping containers and similar storage structures more flexible in an effort to reflect the changing needs of the community, through its review of this Local Planning Policy. Key changes being proposed include the allowance of more than one shipping container (up to four) on properties greater than 100 hectares; no requirement to paint; and a $2000 bond that may be applied (can be a bank guarantee).

Dogs
The Shire is currently reviewing its 3-6 dog policy. The issue of dogs (specifically more than two) is a focus of the Council due to a recent influx of applications, and we hope that the amended policy will assist the community and Shire staff with processing these. The key elements of this policy review include Council supporting a maximum of four dogs (from six); changing the policy name to remove the six-dog reference; sterilisation compliant with legislation at the time of application, with a view to future mandatory sterilisation; and clarification concerning exemptions to allow more than two and up to four dogs. Future revisions will also address dog barking/nuisance and dangerous dogs.
