Council Forums are open to the public and community attendance is welcomed and residents, community groups and rate payers are encouraged to attend.
The commencement time for Council Forums is 4.00 pm unless otherwise specified.
Forums are held in Council Chambers at the Shire of Toodyay Offices, ‘Old Court House’ Admin Centre, 15 Fiennes Street, Toodyay WA 6566. Access to the building will be at least 15 minutes prior to the commencement of the meeting.
The Chief Executive Officer and Senior Department Managers attend Council Forums to provide advice to Councillors when required. Forums provide an information arena for upcoming projects or future matters that are intended to be coming to Council.
A public question time, as well as public submissions will be form part of the Program for a Council Forum. Public Question forms and Public Submission forms are available from the Administration Centre or alternatively, can be downloaded from Council's website here.

Public Question Time
Public question time is held during every Forum. Members of the public can use this opportunity to ask a question relating to the operations of Council. The Public Question Time Procedure adopted for the use during Ordinary Meetings of Council is used during Council Forums also. Public question time provides members of the public with a fair and equal opportunity to participate.
Council Forums provide an avenue for external organisations to make a presentation to Council in an informal setting on any manner of subject material intended for a decision of Council at a future date.
A presentation may be made at a Council Forum only with the prior approval of the Chief Executive Officer or the Shire President.

Disclosure of Interests
Councillors and Council Officers are required to disclose an interest when there may be a perception that there is a financial or proximity interest that could affect their impartiality. Councillors must leave the meeting whilst the matter is discussed; however Council Officers are required to disclose their interest at the time of giving their advice to Council, whether in writing or verbally.
A Public Submission time is held during every Forum. Members of the public can use this opportunity to speak on a matter in which they have a direct interest for up to a maximum of five minutes. The subject of the submission must be relevant to one or more of the items listed on the Council Forum Program. Submissions of which prior notice has been given are given priority among submissions to be made.
Towards the end of the Council Forum Program Council may move behind closed doors to discuss confidential matters in accordance with Section 5.23 of the Local Government Act 1995.
